The Competition Commission has identified two bid-rigging syndicates involved in building maintenance projects, conducting two consecutive days of raids at 19 premises across Hong Kong, including the offices of nine construction contractors. The raids involved 25 projects across various districts, most of which were residential, with a preliminary estimated total contract value exceeding HK$600 million.



The Competition Commission stated that last month, it conducted raids on a bid-rigging case involving a renovation project at a housing estate in Kowloon City. This, along with a collaboration with the ICAC last year to dismantle a syndicate, has led to the discovery of more syndicates infiltrating building maintenance projects in various districts. The Commission subsequently identified two bid-rigging syndicates. The investigation revealed that the two syndicates had been operating for a long time and included several construction contractors and other related individuals. During the tendering process for the maintenance projects, they allegedly exchanged and coordinated bid prices, either directly or through intermediaries. Some contractors submitted bids at higher prices to conceal their intentions and help the intended bidders win the bids. These practices constitute bid-rigging, price-fixing, and the exchange of competitively sensitive information, in violation of the First Conduct Rule under the Compe

tition Ordinance.
