Chief Executive John Lee chaired the first meeting of the Chief Executive's Counter-Terrorism Steering Group and instructed relevant bureaux and departments to conduct a large-scale inter-departmental counter-terrorism exercise later this month. The exercise will simulate a terrorist attack on Hong Kong's critical infrastructure. Discussions also included the progress of various units under the "three-tiered prevention mechanism," the global and local terrorist threat landscape, and the direction of the government's counter-terrorism work.
Lee stated on his social media account that while Hong Kong is generally safe and stable, the global terrorist landscape is complex and volatile. As an international city, Hong Kong faces both international and domestic terrorist threats. He believes that the large-scale inter-departmental counter-terrorism exercise will effectively enhance counter-terrorism awareness and the coordination and response capabilities of bureaux and departments in the face of various forms of terrorist attacks.
